I'll second Coop Diploma, but I also found [3209] GB Mega Man III by Tremane & Noxxa in 23:08.79 was an unexpected surprise. I remembered the GB Mega Mans as being kinda sluggish, but this one was pretty fun, and it seemed very well optimized.

Definitely [3209] GB Mega Man III by Tremane & Noxxa in 23:08.79. This TAS brought me more joy this year than everything but Lord Tom's SMB3, which is not eligible for this award.
