What settings do I need to change in order to output at 720p?

You don't. The native resolution of the Genesis/Mega Drive is 320x224 (or 320x240 for PAL, or 256x224 for some games) and the emulator will only output at that resolution - there's only that much information present anyway so scaling it up further within the emulator is meaningless. If you want HD video, you'll need to prepare it by hand from the emulator output. You can stop by the Encoders' Corner and ask for help if you want to do this; in particular Flygon and Mister Epic are our primary HD encoders these days. A look over the Encoding Guide would be useful as well.

Yeah. We, HD encoders, capture the AVI in the console's native resolution, and then we resize the capture using an AviSynth script. We can help you making HD encodes from the IRC channel. You can find us there!
