The only time it is allowed is with the DS or PSP. You have to build some craaaazy contraption to keep the damn system still as you play it. Also, no webcams :P

No. Wikipedia is a good search tool. PSP emulator is a good search for it.

I actually just installed linux mint on my laptop. so far pretty nifty, although I havent experimented that much with it.
