As far as I can tell, if you convert that decimal number of seconds into frames you get 41, so the frame count is 1001*3600*60+15*60*60+5*60+41=216270341, still less than one frame per American
I hope I'm not saying something completely stupid here..... but proper emulation is not the same as TAS capabilities? as far as I can tell from the google code base issue, TAS functions are not yet ready?

I think the best I did on console was 5th final. It's not easy.
I got down to 6th place once, about a year after the game came out, and I didn't try to go lower because I figured out the pattern for all "below-bronze" finishes.

If an emulator allows you to use frame advance, you are expected to use it; that reminds me, one good source of new TAS records is when yet another emulator gains frame-advance ability.
There are certainly some TASers here who explicitly do not want their videos uploaded to YouTube/Rapidshare/Vimeo/whatever.
Get permission from the TASer before you do anything with their work.
On the flipside, there are TASers who prefer to have specific other people upload their runs; mostly because rogueyoshi and a couple other people are lucky enough to have YouTube accounts that can upload huge videos instead of being constrained by 100MB and 10:59.
If you have special powers like that on any video-sharing site, you will be in high demand.

Once there is a way to create an input file that, when processed by a suitable emulator or command processor, exactly duplicates the input used in a game like Portal, and as soon as tools are developed like frame-advance and savestates for PC games (preferably in a PC emulator), this can be done, but for now those speedruns are best discussed in a community for unassisted runs, like http://speeddemosarchive.com/
I should mention that work is being done on getting DOSBox to allow us to TAS old DOS games, so don't give up hope; of course like most other games here it's rare that TAS-ability is developed for platforms while they are still current...I think only the GBA has that honor, though the DS and Wii just might get there before they become obsolete.

The best input plugin for Mupen64 is the TAS Input Plugin, but if you don't like that you can try Rage.
Picking a game that you know and like is probably a better choice.

Windows Update works just fine under Firefox.

EDIT: It's IETab; I disabled it and then Windows Update didn't work in Firefox anymore.
EDIT Apparently there is a way to get Windows Update to work in Opera: Download an external plugin, place an extra button in your Opera menu, go to Google, search for "Windows Update", and go there; if you just type update.microsoft.com into the address bar it will switch back to the Opera engine, and when you click that "View in IE" button, you will still be viewing the "sorry but you can't download updates with this browser" page.
The main reason to save and open vs. opening them in-browser is to add that extra step of "Okay, did I really intend to view this?" and prevent automated attacks from succeeding. Obviously if you open a malicious file with a vulnerable reader you're going to get hit, but now the site has to convince you that you want to read the file before it can make its attack.
Just remember to make this the default action whenever you click PDF links, because some sites will try to push malicious PDFs to you and it's a lot easier to say "cancel" to downloading a PDF than to close Foxit when it just opens out of the blue or to close the browser tab.

1) PDF-based exploits can still harm you if you save the PDFs before opening them, regardless of what browser you use or even whether you use Foxit (with unpatched JBIG2 plugin) or an unpatched Adobe Reader, though I don't think Sumatra PDF has this problem (and it's open-source too!).
