For X3, I think 100% should be whatever is needed for the Gold Armor, which doesn't include the Saber, just as the Shoryuken didn't require Zero's parts in X2.
Along the same lines:
-Don't face Vile early on in the factory
-Leave Zero alive (for a slighty more badass ending; Doppler's senseless sacrifice or a antivirus-infused saber?)
-Kill off Bit/Byte (shouldn't be a problem, since you'll have their weaknesses of Frost/Tunnel by then) and face the Press Disposer in their place
Judging from the nico comments, it seems there was an underflow glitch utilized.
Item-1 uses 2 weapon energy per platform, but hard mode's small weapon energy refills only 1 bar (instead of 2 in normal circumstances).
Near the end of Wily 1 (18:40 or so, before switching to Spin Wheel), a small weapon refill is picked up, and at the beginning of Wily 2 (19:32 or so), Item-1 usage caused it to loop back to infinity.
I suspect the explanation is somewhere along these lines for the Wind Slicer in Wily 6 as well. Feel free to correct me if I'm completely mistaken.
If it indeed obsoletes the recent Normal run, I give it a lukewarm Yes.
If it somehow warrants a new category (not likely), then it would be a Meh.

I understand that Turbo has to be done before Shade in a 100%, due to requirements for obtaining the Shield.
Why does Spring have to be done before Shade? Is it because fighting Shade without his weakness it too slow to make up for it?
Even when using Super Adaptor (4 damage, but requires charging up)?
edit: Threw in a Yes vote. The language issue (J) vs (U) borders on irrevelant for this series in general, the lack of Noise Crush insta-kills are explainable (loses more time in the long run), and I liked seeing Blues get WTFpwned.

Regarding the time, the run information in the video itself reads "27:30.42", but here it states it as "27:27.7"
What is the reason for this discrepancy?
