Im trying to figure out why when i try to decrease the speed of the game. fba-rr says the function is disabled.

To run the Japanese version, you need the ROM files for that version. I think it's treated a "Child" which means you only need a few more files to have the Japanese Version. MAME sets the European Version to the "Parent" which means it's the "base" of the game.
When TAS does Quake 1, SDA will declare war. The Prince doth arrive he doth please.
