I understand that some people might want it for nostalgia's sake, but it's pretty annoying and seemingly pointless, and I would like to be able to disable it. I can't figure out how to do this. If this can't be done currently, please add an option to just give a plain black screen, or even just use the window chrome.

Um, probably will not ever implement this request, sorry. However, you should use File -> Recent ROM -> Autoload. You will never see snow again, and save yourself a lot of time too!
