I'm not sure. That encode was based off of the winning TAS of the competition, which is 67 frames slower than the publication. If it included all teams and also this movie, it would be obvious, but since it isn't I don't know.

In my limited understanding, making PC TAS tools is far more difficult than making them for another platform. I assume it has something to do with the fact that it isn't actually emulating a system, but Scepheo should be able to clarify.
About the video, I've actually seen that TAS before; it used spidermod (there's a link in the video's description) to edit in the theoretical perfect RNG for each level, then he spliced the clips together

Hourglass doesn't work with many PC games. You can fool around with the settings if you like, but it's not unlikely that it just won't run. :/
Or it could also be that you're trying to run the steam DRM copy of the game in Hourglass, which usually doesn't work
EDIT: Also, Hourglass does not support games which use the mouse (I've never played Binding of Isaac so I don't know whether that's the problem)

Might as well post this here:
TL;DR: You're right; unless it gets audio dumping support it doesn't get it accepted, at the least in hourglass's case. Though on the off chance MIDI support is the problem with these two Game Maker games, natt has a fix for it

Oh, that sounds like it was because it doesn't play audio at all. If in this case it only lacks audio capture, I'd say go for it. (Then again I'm no judge) But you implied it's the same issue with all Game Maker games, so I doubt that's the case

The difference here is that there are no dedicated loading zones. The door opens when the next room is ready, creating strats which are a bit slower on console, but much faster in Dolphin

That's not the problem anymore; load times are better, but still inaccurate
Personally I still don't see why one couldn't make a TAS on the current revision and fix the inaccuracies in an improvement, especially considering the load times are much better already, but I digress

And no, of course not. I flipped the audio channels to be correct. They were wrong before I edited them
