Do you mean the script closed and made a file in output with no video, or there just isn't a temp file for video yet, or there is a temp file, but it shows nothing?

In that case the encode didn't finish and you had an error somewhere along the way.
I doubt anything in encode.avs would be wrong considering you got the primary encode to finish, so my next guesses would be a. you don't have an hd logo or b. you don't have TASEncodingPackage2.
If a, you can either make an hd logo or comment out the line which looks for the hd logo and uncomment the one before:

creaothceann gave you bad advice. On a custom encode fraps *might* not be too bad, but for publication encodes kkapture is the only choice for recording TASes on emulators with broken avi dumping.

feos asked for the resolution, not the file type. You can check the resolution of mkv files by downloading matroska or something and checking the properties
And I hope the avi you used for the publication encode didn't have frame count, input, etc. on it like the temp encode did, because that would be a baaaaad mistake

Record the TAS as an input movie (as in not as a avi, wav, gif, etc). It's usually just called "record movie" in the emulator

It works fine for me in Bizhawk and FCEUX.
It might be a keyboard issue. I've had similar problems with only being able to hold a limited number of keys at once before; I doubt you would have been holding too many keys every time you tried to use d+r, but that *could* be it
EDIT: Why are you so sure TASEditor :? My limit is 6 (idk if other keyboards have lower ones), and w/o 2 players that's plenty

If you can bring the weapon into a new save file, i.e. with new game+ or such, then you could make a verification file which unlocks that weapon and then start a TAS from SRAM
