The current best strategy for Radiant Emerald was just discovered so the Super Sonic route for Radiant Emerald was the best available when i did the TAS, now that i TASed any% i found a new one but i want to keep super sonic strat for more character variety between TASes, i will not redo this TAS just to insert another strategy that removes Super Sonic and character variety. The 100% TAS has 3 chars and the Any% has 2 chars which are not the same as 100%, so both runs show off 5 characters in general!
Maybe glitchless TAS could use Sonic and Metal Sonic as well... but i'm not doing that.

shin akuma takes more damage as well he has lowest HP in the game, so his capabilities are balanced by his health, but in tas we only get hit to show off interactions, if i want to.
it's like you said, the TAS already has the merit of reaching highest score possible, which is something i hadn't seen previously but if i went exclusively for that i know it would be more repetitive and i got a little tired of TASing only speed related goals, the high score seemed like a better to allow variations that still entertain. I wouldn't be able to Misogi super "teleport chop from the sky" if i went exclusively for speed wouldn't be able to show off some parrying and weird trades and hit interactions with pure speed for the high score.
I've been trying some combos exclusive to TAS in order to create a playaround but I don't have enough content so far.

New entertainment requirements for playarounds will definitely be different. If the movie has lots of variety, it should be fine to accept. If someone encodes it we may unreject it right away.

So the single skip cut off 3 minutes and 10 seconds? Pretty significant. Were no other improvements in here? Could you link where this skip is documented since right now the submission notes are about as barebones as it gets.

can you beat the final level a second time to get the ending after the first finish of the final level? is the final level unlocked after you do the glitch? what would make the final level result in normal ending or credits? this TAS is really good btw!

in the first section of the final dungeon in the game i took a different route to douse a flame and then go back to the city:
still i dont think player points are needed for such minimal work, i understand the rules allow for that but i rather have my name in my own work as i didn't find the skip myself and it's the TASers work that allows me make this insertion of inputs, i don't have the skill to TAS a lenghty RPG like this one

I'm not judge, but my thought would be that you can use the inputs as long as you add him as a co-author... The input file is open to everyone anyway.
Short answer:
Indeed. In this particular case, you can add that skip and submit the movie. You'll have to credit the original author.
Long answer:
Please always refer to our policy on authorship attribution. There is no hard rule as to when an author needs to be credited; every case is unique. In your particular case, it's pretty clear you need to credit the previous author because you use most of their work untouched. I have done that in the past myself (see: [4839] NES Ironsword: Wizards & Warriors II by eien86, Aglar & Randil in 07:09.06)
My personal note:
It is not about how many frames you've used, but how much of the intellectual effort from the previous author(s) you've recycled. For example, you might re-use thousands of frames which are nothing but wait time. There is nothing to do or change there anyway so there is no intellectual effort. However, if you re-use 15 key frames that you wouldn't otherwise have ever come up with yourself, then there's more of a case.
Then there is the issue of public domain knowledge. If the key frames you re-use are well-known by the game's community, then there is no claim of ownership by the original author.
Then there is the aspect of entertainment moves. These are very clearly required to be credited. If you use the artistic inputs of a previous author, then you need to attribute them. If you don't want them as a co-author you need to replace those moves with your own, or remove them (not recommended). That is, unless these moves are very intertwined with the gameplay. Then it becomes a bit of a gray area, if removing them requires inordinate amount of efforts.
At the end of the day, you can ask a judge. But don't let credit attribution deter you from doing any TASing.
