There's a little problem with cheats. It's possible to patch some bytes that would affect gameplay in a subtle way, leading to unfair advantages. We all know what corrupted SRAM can do.

We don't define and ending at 999999. It's just the only place where the game acts like it ended (similarly to as you die). Kill screen or how that stuff is called. And I don't see anyone questioning the validity of this ending before it was published.
"Must be clearly definable as having completed the game", as a rule, may appear to be hard for some Atari games, in such cases we once again can rely on the majority. Some people consider it clear, some don't. If most of them do, I'd agree with them.

It's not about branch names, but about what is actually going on. Newgame+ runs are disqualified not by branch name, but by the goal. Then, this run's goal is not maximum score itself, it just appears to reach some kind of an end when the max score is reached (= Bishi Bashi Special), the actual goal still being "fastest game completion". And the branch is put only for the sake of information. Probably it's not needed, but I don't see a problem with having it.

"Seems like" isn't an argument. If there's a closer completion point, it must obsolete that run. If not, this one is the fastest, hence vaultable.

We don't have a vault branch name, neither do we have a non-vault one, since "fastest possible" is not marked by having no branch. I can't search through the Vault movies, since the page is broken, but there definitely are runs with labels that indicate that the run does something specific, like "first enemy wave", or something of that fashion. Those runs have labels just to tell that it's not a traditional completion that would work for other games. Anyways, "game end/warp glitch" runs are still vaultable, despite of having a branch.

If something is otherwise unlockable, the cheat code doesn't simplify the action, or even increases the difficulty, surely that cheat code can be used. Yes, I didn't read the thread.

For me the second movie desyncs already at 21k frames... He picks the cat and then misses the zombie twice.

Didn't read the thread, but if considering the hotkey approach, just print a hotkey for each menu item that has/allows it, don't remove the menus, both camps will be happy.
