I found out that the save glitch works best when either the save glitch is used on the same file or when used with a file with less progress is used to overwrite a file with more progress.
I guess the best way to do this is to start a new file on 1, save glitch it to copy to 2, then use file 2 to glitch file 1.
I managed to beat skip the 2nd stage boss like this. This needs further testing.
Edit: Skipped all the way to the boss of the 3rd stage. Now on the ice stage, which is giving me trouble. That's because for some reason, the ice stage is very difficult to glitch; the most I could do is make doors appear that lead to (slightly) further into the stage. This does seem to make an interesting "all worlds" run though. :P

Ok, an update. These are the things I've tried to make this goal easier:
-Do demo glitch, start a new game in file 2, and use save glitch to smuggle spin move without overriding the save (Fail)
-Do demo glitch, start a new game in file 2, and use save glitch to unlock photo book characters I've missed with the demo glitch (too long)
-Don't do the demo glitch (way too long)
-Don't do the save glitch (even longer)
-Glitchless (Hope you guys enjoy those auto-scrollers that contribute to 0% of the goal)
So I'm going to try to do the demo glitch, start a new game in file 2, and use save glitch in File 1 to skip stuff in File 2. I hope this works.
Edit: Ok, I've tested it and it doesn't work. I did manage to drag whatever characters I've encountered that couldn't otherwise be seen again into File 1, so I guess I would have to do the second choice.
I did notice that on a new game, pausing takes 5 lag frames, and on a new game+, it takes 6. Maybe if I can find the point where it'll take 6 lag frames to pause, then I can use File 1 to help me.

Don't worry, it's not a mature clopfic or anything.
Why not do all 4 cups/24 tracks? That was my original intention. However, as the authors of prior efforts (going back to 2007) discovered, each track takes a huge amount of effort (a low of about 20 hours TAS'ing for Devils Forest to way over 50 for Sand Ocean and Mute City). Apart from likely never getting a 24-tracks run in the first place, the task to obsolete such a run would be similarly massive and unlikely to happen
I would've agreed with Comicalflop's comparison with the 100% SM64 run if not for the fact that having played Kirby Air Ride, it is indeed highly unlikely not only to have such a run finished the first place, but also less likely to have an improvement finished.
Anyway, this run was....well, I'm not sure how I can describe it without saying what everyone here already said, so I'll just vote yes. :P

If an emulator uses inferior emulation methods it may still emulate a handful of games quite perfectly because it happens to emulate the components a specific game needs quite accurately. Even a broken clock is right twice a day you know.
The first thing that comes in mind is how the SM64 runs are console verified despite Mupen emulating alot of game inaccurately.
Since I'm running JAP version of RE4, does it matter that I got it from a NTSC wii/gc?

You do know that the run doesn't have to be a New Game run, right? As long as the New Game+ run has a verification movie, you can do it. For example, Castlevania: Symphony of the Night obsoleted a run that didn't utilize "New Game+" to skip cutscenes.
I know CoolKirby mentioned it before here, but according to the twitter date, you seem to be unaware you can do this. :P

But anyway, shame that the run won't be submitted here, but whatever. You mentioned you need to get a (J) cart. Is this glitch even reliable in a real-time speedrun?
That would cause issues with runs currently in progress that are approved to use snes9x.
Not to mention, its deprecation status still isn't official yet. At least, not to the point where just the fact it's a SMV would automatically warrant rejection.
