That is neither Speed or Camera Position. It is the value to show how long the camera has been moving it returns to 0 to indicate that camera has reset. Oh can't it also be showing how long you've been moving? Probably, but when I frame by framed it Rayman had 1 frame left of movement and it was at 0 when he was still moving... so nope.
