Other comments
Senzu Bean Glitch: After getting the Senzu bean from Yajirobi, EAT IT then the game will get you 255 beans
Maze Skip: Run to the top-right corner of the map (the very edge, you may notice a lag spike) Run to the rock on the left and punch it to break it
Candy Clip: Wait until Buu turns you into candy then begin bouncing left towards the door (Stay along the wall) let him catch up and eat you near the door
Dragon rader Hack: The star on the mini-map says to go to West City but you don't need the Dragon Radar if you know where they're located.
Improvements
Better Optimized, Better Fights, Goku did not use ssj3, new skips

ThunderAxe31: Removed 7841 blank frames at the end of the movie file.
slamo: Hello Daniel_1RD, this run is obviously a large improvement from your previous submission. It seems that you learned a lot by redoing the run. However, there are still some serious problems. Minimal effort was put into basic optimization in certain sections - if it's noticeable even to the naked eye, then that isn't acceptable. Specific examples were posted in the thread for you to consider. It's always a good idea to review our guidelines for some basic optimization advice. You should always be trying to push every part of the run to its limits.
In the previous rejection message, you were encouraged to post your progress on the forums, which you did, and you received no response. This is disappointing, but I hope it doesn't discourage you from trying again. Hopefully we can do better next time.
All that being said, this run is rejected for being sub-optimal.

GoddessMaria: Judging... GoddessMaria: Hello Daniel_1RD and welcome to TASVideos! Unfortunately, your submission fails to beat all known records and thus is suboptimal. I'd encourage that you keep working on it and research every possible aspect. If you wish to show off what you've done before submitting, there's the Userfiles to upload and post it in the relevant game thread. In the meantime... Rejecting.

Slower than this 6 years ago wip test run. Sorry, vote no. Post #280360
Hello, Daniel_1RD. Why your this run is still slower than this wip? status frame lag (frame-frame lag-lag) Bios 0 0 yours 285 73 (285 73) title 729 31 yours 997 88 (268 57)<285-73=212;268-57=211;because I stop at the lag frame, and it's the different emulator> get shoes 7532 965 yours 7679 864 (147 -101) match 18544 2518 yours 18935 2167 (391 -351) So yours is more than 500 frames slower than that wip, and he got the more XP and Zmoney than yours.

There's some pretty obvious sloppiness in the overworld travel. For example: On the left is this submission, and on the right is my fix with a couple minutes of optimization, reaching the city 20 frames faster. Your run seems to head in the wrong direction at first and then turns to correct this. Am I missing something, why not head in a straight line? It's also possible to start turning earlier than you do in the run. This example is not the only instance of this happening either.

Yea....no. GBA BIOS time should not be included when comparing the runs.

Another consistent problem is the paths taken through individual screens. For example... On the left is the original run, on the right is my improvement. For some reason the original run takes an unnecessarily wide turn around the enemy, when hugging the wall on the right is perfectly fine. 27 frames were saved in this small section alone. This example is fairly obvious to the naked eye, but there are many other small time saves to make throughout the run as well, and those can really add up.
