Arsenal is another game in the Flash sniper assassin genre, but with the addition of also being a spy. Not only are you tasked with killing your assigned targets, you also have assignments where you are to eavesdrop on certain people and retrieve intel once you kill them. There are also other assignments such as delivering non-lethal knockouts and protecting valuable material.
In this run, Spikestuff beats the game even faster than their previous run by exploiting a glitch in the game and a quirk in Adobe Flash where objects off-screen can be clicked on. In this case, the targets in missions 3 and 4 are assassinated before they even reach the screen.
There is also an encode that removes the scope view with the use of an in-game setting so that the whole area is shown.
