ThunderAxe31: The main strategy for this movie was to one-shot most opponents by using Vegeta's Final Flash, which looks to be the strongest attack in the game. The movie looked reasonably optimized most of the time, except in the very first fight, against Gohan, in particular during the first round of the battle, in which the author didn't use Final Flash at all. So I've tried myself to TAS the first round, by using Final Flash as soon as possible, and it resulted in winning the round 256 frames earlier than the submitted movie, which is noticeable for a run that lasts just one minute and half.
I have to reject this movie for suboptimality. Better luck next time!
