I'm pleased to submit this TAS in time for before July 2019. This run improves the last published movie by 477 frames, or 7.94 seconds. "Uses a game restart sequence", one of the most notable improvement used in this TAS was already planned and tried a year ago when I tried to beat old TAS. The RNG is reset once the game is restarted after saving, so I expected to reduce the delay that would take for the first Last starmen to appear. At that time, I discovered they appeared noticeably faster, however, it took a very long delay for the second Last starmen to appear, which resulted in more slower than existing TAS. So I accepted this improvement as a failure, and satisfied to have made this record after only a little optimization. And a year later, I thought what caused the failure. It was my conclusion that in the battle of the first Last starmen there was unnecessarily a lot of delay in trying to defeat them all at one single turn. As a result of improving the cause of the failure, the time with which the second Last starmen appeared was successfully improved, and finally I could achieved sub 23 minutes record.
About the overall route, up to the Pippi is the same. And the Bread crumbs glitch is normally known to be used in the following steps:
(i) Ninten hands a Bread to Pippi.
(ii) Pippi uses the Bread to record player's current position.
(iii) After using Pippi's Bread, take her to the Podunk Town chief and send her home. Now her Bread crumbs is corrupted. The exact cause and principle of this glitch are unknown for now, as far as I know...
(iv) Visit to Pippi's home and get the Bread crumbs back. And Ninten uses it, finally he can teleport to a world of coordinates (0, 0) where everything turned monochrome and he can visit anywhere if he only have some Breads.

Restart the Game

Before visiting her home to get the Bread crumbs back, Ninten calls his Dad to save the respawn point. It's about 62 frames slower than reading all Dad's messages, but as I mentioned, by restarting the game and resetting the RNG, it's usefully helps for bring the Last Starmen quickly after move to summit of Mt. Itoi.

Magicant and Mt. Itoi

All the places in EarthBound Beginnings are on one big map, such like SNES EarthBound. If you enter the monochrome world and move to a specific spot you want to go and use a Bread, you can teleport to the position of the coordinates that you are currently in. Ninten enters the monochrome world and walks 497 steps to the south to reach Queen Mary. Also it's generally known from pirohiko's first warp glitch TAS that Ninten can plays the Eight Melodies once he enters the final battle without having to collecting all the melodies present in the game. The game designer separated this collapsing Magicant scene into a kind of "map" and created a own map of it, and as you go in there and reach her, you can go straight to the entrance to the final battle.
Now Ninten moves to summit of Mt. Itoi, and wins the first battle and acquires Life up α and PSI Stone. PSI Stone is used to restore PP after Ninten respawned in the Podunk department store. The minimum value of PP required to use one PSI Shield and six Life up α in the final battle is 22.
In the second battle, the luck was not good. No combination of any action and frame delay could quickly reflect two or more of the Last Starman's PK Beam γ in one single turn. Even if was possible, the case didn't occur until after a very long delay. So I was forced to choose to slowly defeat one at a turn.

HP Alert System

When encounter an enemy, if playable-character's current HP is less than 20% of its maximum HP, the game flashes its name to alert the player. So it needs to be eliminate because it delays starting the battle, and I was able to reduce that by using Life up α in the second battle of the Last Starmen. Calculated except for the amount of time it takes to use Life up α, this can save about 93 frames.

Giegue

Ninten respawns in the Podunk department store after committed suicide by Juana, and he withdraws $1,000 and buys four Life Up Creams to preparing for the last battle.
Oddly, "ギーグからの こうげきのしょうたいが つかめない!" (The form of Giegue's attack was inexplicable!)'s damage is irrelevant to with the Defense of the target. So fortunately, I didn't have to grow Ninten's level excessively to increasing his Defense.
Using PSI Shield α and Life up α, Ninten endures Giegue's attacks, and after that he sings Eight Melodies 11 times to defeats Giegue.
