And it's not the RGB->YUV that does it; it's the chroma supersampling. Making the pixels larger [than the 2x necessary to overcome supersampling] won't help keeping the color detail, unless you use dithering, which I don't think happens here.
Also keep in mind that the NES produces YUV (or some variant thereof) too, which means that it's the RGB rendering that actually loses color information, not the YUV one.

Unless you encode it with NTSC artifacts*, I cannot consider this a valid HD encoding.
*) Or even better, PAL artifacts, considering where I come from.
Also, then you get actual justification for using a higher resolution.

This is not an argument regarding the concept of bounties, but I like your run idea. There is a 98 % chance I would watch this run as soon as an encode becomes available.
Naturally, it may be possible that condition #2 undermines condition #3, but I'd put priority on condition #2 regardless.

Now that I have no responsibility of having to actually flesh-out and implement such thing, I can throw more oddball ideas.
How about granting some kind of shared / diluted / half-stars for movies that
[... err, insert an illness induced 80 hour pause in composing the post here ...]
belong to a group of very similar games which accumulate a high number of stars otherwise?

I'd pronounce "TAS" as if it were a word "tas", with IPA /ɑ/ as the vowel as in Irish English accent for "cat" or USA English accent for "not". It may also occasionally sound like /ʌ/ as in "cut" or /a/ as in Scottish English accent for "cat" or /æ/ as in "batman".

The traditional C quine, main() { char *s="main() { char *s=%c%s%c; printf(s,34,s,34); }"; printf(s,34,s,34); }, and its variants in other languages, are based on the idea of embedding a copy of the program's source code within the program (here indicated with blue color), and where the recursion would occur (i.e. the embedded code would in turn contain a copy of the program), a special sequence is used (here indicated with red), and the program replaces that sequence with a copy of the entire string (here indicated with yellow). In other words, you need a variable to store a string into, and a way to refer to that string twice. This translates to speech such that you must use an indirect reference to the spoken sentence, such as "this" or "what I just said", because otherwise you need to recurse infinitely: "tell me [tell me [tell me [tell me [tell me [tell me [...]]]]]]]".

This gives me an idea for a submission of mine that should be ready in a month or two.I probably won't have time to do it anyway,
so I'll give this idea to someone who wants
it: Do a "funny" audio commentary which is
exclusively in Mr. Bean style "speech", and
submit it on April 1st.That said, I await to see the first commentary of a movie made in the mother tongue of a deaf person. By which I mean the sign language.

If you're aiming to utilize someone who does not understand even the basics of the language they're communicating in, you have no hope of trying to issue complicated programming in that language.
EDIT: If you're that pedantic and you assume that words such as "repeat" and "say" take the rest of the text as a literal, bypassing all language parsing, you just need to formulate it slightly differently -- put the details first and the command last:
"Beginning from the first occurrence of the word 'beginning', please repeat to me this entire sentence."
Or:
"Beginning from the first occurrence of the word 'beginning', regarding this entire sentence, please repeat it."

I'd just tag the movie with a note that says something like "we are aware there are improvements to this movie; in case you still want to watch it, go ahead, enjoy" and move on.
