Chrono Trigger doesn't cycle its RNG over time. It only changes when you do an action and I think (although am not certain) that it uses a very long seed list (or formula based on a seed) generated at game load, so the only way to really manipulate luck is to load the game, which takes way too long to be useful. Which isn't to say no manipulation at all is possible. eg You can let the enemy attack on a 'bad' value and then take the next 'good' one for your own action.
For example, why do the Shinkū Tatsumakisenpūkyaku at 0:43 right after the Shinkū Hadōken? It’s not part of either the current nor the tutorial that comes right after, so it just looks like a waste of time. That makes me think this is an attempt at a playaround, and optimization is NOT a “key factor in this work”.

Your dump is bad. I have it too. It appears to have been patched, from what I can see, but that's just a guess. As always, when a disc-based game doesnt work, find another dump. I apologize that Monster Rancher 2 showed up with a green checkmark suggesting it's a good dump... but you can check this in the future yourself by reading the checkmark's status report and then hashing your disc with the PSX menu.
