can’t the input plug-in be fixed to circumvent this issue?
No, because it's not an issue. It must be the game clamping the input. If anyone is curious, the game i mentioned before is tales of symphonia. It increases movement speed based on how far you push the control stick, so because dolphin allows a further range than a normal controller, you can actually move a lot faster than normal.

Huh? It goes past the normal circle range just fine. I know there's at least one game that even lets you move significantly faster than is normally possible because of this (like that kayak game swordless tased, for example).

Hmm, i don't know. Maybe. I think for me to do it myself, it'd need to be for an emulator significantly better than mupen, and i'm not so sure pj64 1.6 is. On the other hand, it'd probably be a good learning experience for me, so, i don't know.

Many n64 VC titles do run well on dolphin already.

It's gotten worse, and was never really all that much better anyway. I mean, it is definitely better for many games, and would be useful to have, but it's not really worth the effort to implement tas tools.

(so HLE is still safe for that game, maybe not if you're encoding a video and want to avoid any audio bug).
The question then becomes does a movie recorded with hle sync with lle? If not, i'd be wary of tasing with hle if you're not sure there are no issues.

Isn't the controller polled at 60 hz? It could possibly be more precise than 1 full frame.
