This emulator that's already the most accurate NES emu known to mankind is now open source. https://github.com/punesemu/puNES Now idea about how free it is, but still, it happened! And yeah, cute Spanish commit notes (and some comments).
Warning: When making decisions, I try to collect as much data as possible before actually deciding. I try to abstract away and see the principles behind real world events and people's opinions. I try to generalize them and turn into something clear and reusable. I hate depending on unpredictable and having to make lottery guesses. Any problem can be solved by systems thinking and acting.

COPYING shows GPLv2. Anyone have plans for this yet?

Yes, it very much is Italian. The author is Italian. Perhaps you are referring to code comments and some constants in Italian? I am working on translating / clarifying these as well as clarifying small bits of code, but nothing substantial. Even then, the comments are mostly useless. They are used at best as sugar to visually separate things.
