I still ignored the White Soldiers on 1-3.

Further investigating proved they do not effect enemy spawn rate, so I ignored them.
As for the World 2 boss, grenades don't work on it. I was forced to kill it solely with my machine gun despite having 19 grenades or so.

The White Soldiers rear their ugly heads again in level 3-3 and 3-4 but this time I was able to defeat them. One guy I followed and shot until he died. It looks like I'm missing but I'm not, he just isn't effected by it. The others I shoot once and they run off screen. I do manage to kill another though.
The 3-3 boss is probably the easiest boss in the game, especially since grenades work on it.
