60 on NTSC systems. 50 on PAL systems (Europe only as far as I know).

So obviously the SNES9x emulator is an NTSC system?

Depends on the game being run. If you run an NTSC game, it emulates an NTSC SNES/SFC. If you run a PAL game, it emulates a PAL SNES. The same games are released in different countries, as different versions. For example, of the Rockman X2 game, there exists a Japanese version (NTSC), USA version (NTSC) called Mega Man X2, and European version (PAL) also called Mega Man X2.

But broadcast television is only half the possible framerate, right?

It's interlaced, so you don't get the full resolution every frame. But to say it's only 30 fps wouldn't be 100% correct :)

You could, however, say that television in North America is 60 half-frames per second. Each half-frame includes non-consecutive rows of pixels that interlace with the rows displayed on the next half-frame, so it creates an illusion of smoothness.

and It get's even more complicated because of the inverse telecide. a tv shows 59.94 interlaced half-frames per second, but film is shot at only 23.98 frames per second, so they duplicate every 4th frame, which jacks it up to 29.97 FPS, then they split them in half and show 59.94 of those every second. Like I said, it get's complicated. But North American video games should be running at a solid 60 FPS.
