I have a general question about the publication process.. If a movie is rejected for being a poor game choice (game too linear, too slow, etc.) will all future submissions of that game be automatically rejected based on past precedent? I know there may be cases of a huge crazy glitch being found, but what if, for example, the movie is simply improved by 10% time? (say, a 20 minute movie being improved by approximately 2 minutes)... Will the movie be watched and judged, or will the powers that be simply say "not this game again" and reject?

If a new movie offers a qualitative improvement in entertainment (Excitebike being the most notable example), it will be judged accordingly.

There is a video currently in the queue which may prove this point to be invalid. The Bram Stoker's Dracula has had 2 or so movies rejected. Judges have yet to make a decision, but guessing by the 9 yes votes (the meh was misvoted) it will get published. Additionally, just because a movie is in Gruefood, apparently that doesn't stop it from getting published either. See Cpadof's Super Metroid game-time-based attack.

But were the prior runs rejected due to the run, or due to the game choice?

I think there is not a clear cut answer to that question. Case by case basis is the only real way to answer it imo.

No. Look at the Donkey Kong run as an example. TASes for this game were submitted several times and all rejected for the game being too simplistic, but the current movie was almost unanimously accepted because it introduced some unexpected improvements as well as showing some entertaining near-brushes with death.
