If the emulator actually supports WiiWare Titles, then Megaman 9 will be a dream to TAS both for Real and In-game time runs (Sub 20 minutes here we come).

How the timer works: We measure the time between drawn frames, not when the game is paused. So time
should be a fairly comparable measure of the time it took to play the game. However the time it takes

I'd like to know exactly what are the files needed to make TAS possible on a GameCube game ? And also, which emulator and how to configure it ? ^^
I'm one of the best Home-Run Contest players in France on SSBM, and I'd like to make TAS videos on this mode thanks to my knowledge of the characters and of the strats. Thanks a lot ;) !

I suppose you need the latest Dolphin, the game ISO, and a working bios file.
I'd suggest you to wait until everything needed (savestates and emulation in teh first place) is implemented properly, unless you want your TAS to be incompatible with later versions.

Well, I'm already able to play the game, even if it runs slowly. The most important thing I need is a good pad, or an adapter for a GC controller . I don't know why, but I can't use the keyboard :s

I believe that frame by frame code was some hidden developer test code that was activated using AR/Gameshark. The frame advance would have been used for debugging the game, but disabled for the final release. So all the cheat code does is activate this debug frame advance mode.
Making a code that would add frame advance to a game that didn't have that feature at all (or had the feature completely cut out instead of simply disabled) would require a lot of insight to the game's programming. It would also likely be very long.
