It would be easier than you think. Since VBA already has movie support, all you have to do is to save the current movie frame to the savestate and load it when loading state. Maybe they're not implementing this feature because of principle.

It already has movie support? Well, I guess that is pretty easy then. But to make it good for rerecording you need to add more features than that.

it also has a throttle were you can set between 5% and 1000%, the only thing else whats needed too is that you coud set keys for saving and loading

I like how you say Gameboy Advance, despite all of those being basic Gameboy games. But yeah, the library of GB/C games is just as awesome.

It's just so much better when I can edit and compile my own versions. I hold the possibility to change the program as I want as a high priority. I can't compile code that has been written for Microsoft Visual C++ with Windows libs.

Just how do I run my millions of Linux programs then? Besides, I detest Windows as a programming environment. It's the original reason why I switched to Linux. I admit that cygwin makes things look a little better, but it's merely an imitation of the real thing.

Before yout nitpick that I don't use all of them, the question is about the environment - these programs exist and I can use them when I want and I can combine them to get the results I want. It's a programming environment. I like computers because I can program them. I just cursed a few and will probably curse some more in trying to cross-compile a Windows version of iconvircproxy. I hate some braindead architectural problems in Windows. I'm also a posix fan. [Edit: added "X" and "games"]
