Are you asking how to give ratings as in you don't know how it to do it or are you asking how people base their given ratings? To rate movies, you have to log in to the main page and view a publication (like this page: http://tasvideos.org/1489M.html) or movie listings page (which can be found here: http://tasvideos.org/Movies.html) and click on "Rate this movie".
