Post subject: Would anyone be able to identify this Mario figure?

Aside from being a depiction of a Koopa Paratroopa, I have absolutely no idea where this is from. There don't appear to be any date or company markings on it at all, and I'm pretty sure it's not made of plastic (it feels quite heavy to the touch, for one). If anyone would be able to identify this toy for me, as I'm trying to set up an eBay business of my own (I've looked online for answers to no avail) that would be much appreciated. Here are some pictures of the figure/toy in question (the Koopa in the background is irrelevant, I've already identified it):
