So, my laptop I've been TASing on is in the shop, probably busted. I have about $700 saved up and I'm planning on building a computer specifically for TASing with Dolphin. I've seen the dolphin page taking about suggested parts for casual playing, but I want to know the best parts for TASing, dumping, and encoding. If need be I could probably get my parents to chip in a couple hundred dollars. I'm not worried about labor, I'll do it myself. Any suggestions about parts?

You don't need a sound card.
The video card is not great. It should run most games at medium-high settings, but might struggle a little on some games. Should be fine for the most part, if you don't mind not being able to run everything on ultra at 7680x1600 though.
Why would you want to stream tasing?
People actually pay for windows?

I don't need hardcore gaming.
TASing is fun to stream.

No, every motherboard comes with sound. You don't need a soundcard unless you're producing music, or something.

I would suggest removing the cooler (stock is acceptable), SSD (costly for their size and reliability), sound card (integrated is everywhere), MAYBE the optical drive, and Windows. If you want it to be really affordable, go for less memory.

Dolphin runs fine on my 3570k without an overclock(though I do normally run it oc), the biggest problem was my graphics card not thinking dolphin was a game and under clocking itself (though I fixed that in the driver settings).

No it's not. Can't overclock too much on stock cooling. And have fun running dolphin without overclocking.
My 2500k and 560ti runs dolphin at stock clock speeds at 60+fps. I'm sure that you could run dolphin just fine with an i3 at stock with a lower spec GPU, possibly a 550ti or a similar model card from the new AMD line.
Also, I'm entirely against spending that much money on an SSD for a TAS machine. These are old games, there's not much to load, so they load almost instantly on a regular HDD anyways. You can cut the sound card too, every modern mobo has sound built in.

I bought this laptop for $600 on Costco's website right before this school semester started. It turbos to 3.1GHz and has 6GB of RAM. It runs most Gamecube games at 60 fps fairly easily. I TAS SA2:B, Wario World, SMS, etc. with no complaints about emulation speed. Sadly, everywhere I look it's out of stock now so I can't recommend it to people. But maybe you can find something like it in that price range if you're looking for portability and want to save a little. Of course, if you want to run Wii games, you'll need a bit of a better setup (I recommend a desktop like many others). I can only run SMG2 at about 15 - 20 fps in-game depending on the current level. However, that only bothers me for encoding and not so much for TASing.

You're using all kinds of speed hacks that are unnacceptable for tasing. Also, consider it's often desired to run as fast as possible when playing back a movie.
An ssd isn't that useful for tasing (except when it is, with 30 mb+ save states), but it's still very useful for other things. He did say he'd like to play games on it.

Unless you already have a hard drive to put in the system, I'd recommend getting one the next time they go on sale, especially if you are planning on installing steam/other games as that 128gb (actually 119) goes pretty quick. That is a good ssd though, I have the same one in my laptop.
