If I recall correctly, this game requires the Wiimote, so no, it cannot.

Well, there are versions of dolphin that can rerecord a Wiimote (of course, the sync stability and ease of recording is a lot worse than GC controller).

I just thought of this because i recently beat it (and super quickly at that, surpisingly), so i thought "what if this was tas'd?" well, for one, you could make it so sonic didnt jump THE OPPOSITE WAY ON A RAIL! (why couldnt they make it so you could just jump by leaning and pressing 2, instead of automatic jumping?) *ahem* anyways, the tas would probably be super cool, because ... Well, you know how hard the game is. Also, you wouldnt have to use timebreak. If anyones interested, once wiimote emulation is perfected, of course, i could say some tricks i found, though i probably wont be too helpful (i dont know how i beat the game so quickly, but im still not THAT good at it).

This would be a pretty bad game for TASing because you start off so slow. But I might do TAS ILs of it eventually with wind crest and such.

Yes, I can't really see anything other that Level99 + the extras being worth seeing.

It can start from a new game plus, but ya gotta remember the order you unlock the missions and which ones are required and etc Also, another tip. I just remembered that in night palace you can jump dash over the parts where you have to sneak across the wall. This can also be done in more areas, but its really useful in night palace, since you can just skip over the spike traps, and quickly at that, too. Also, theres one you can slide across, but only one, so far as i know. For the ifrit golem, jump over the middle knuckle on one of the hands and use fire gaze to knock them all in one hit. Then when its time to hit them, i think falling in the lava is the quickest way to go, since it propels him forward to the next platform and even directly to the ifrits weak point instantly if used correctly. Then, be sure to hit the weak point with a homing attack followed by a fire gaze. (if you use fire gaze first, you wont be able to hit him again till he becomes vulnearable) Also, I would like a to see runs without the wind crest. Its SUPPOSED to be fast, and I wanna see how fast it can be beaten WITHOUT the crests. I think that would be more entertaining than the crests, anyway, since there are already perfect normal speedruns of levels on youtube with the crests. :P
