Post subject: US vs. JPN Are they considered different runs?

I'm doing a run of Megaman X1 (Or Rockman X1 since I'm using the Japanese version) I wanted to know whether or not the region would make it considered a different run. (For the record I'm using the Japanese version because the text boxes are smaller thus they go by quicker)

No, they're the same game. Generally speaking, differences in the game that are solely due to regional variations (in particular, like faster text boxes) are not considered when deciding if a run obsoletes another run; the actual gameplay has to be faster.
