How does SGB handle the frame rate when a PAL GB cartriges is being played? Is a SGB hardware naturally able to handle GB cartridges from any regions regardless of where the SGB cartridge and SNES console is made in? If so, should SGB2 always be preferred since its frame rate is closer to that of a Gameboy?

There is no such thing as a PAL GB cartridge. All GB games run at the same speed, regardless of which country you got it from.
