I remember messing with that one when I tried to casually play through that stage on hard mode. I did manage to get it eventually, but I should note that there should be one other flame powerup in the stage somewhere (maybe in the bonus area?). I'm not even sure that its freezebox changes when it gets up; I feel like I didn't need it to be standing.
