is there a way to modfy the dolphin tastools so the output of the inputs you are telling the emulater to run go to a arduino

Input recorded by TAS tools is generally saved to a movie file, which in Dolphin's case is a .dtm file. You can read up on the file format for it here. Just feed such a file into your Arduino, so that it can read it and process it whichever way you program it to.
