There is already a Mercs Arcade mode TAS at http://tasvideos.org/881M.html , but as a Mercs speedrunner for Original Mode I would love to see someone break that to pieces. https://www.youtube.com/watch?v=vqu-mMVztKU is an attempt by someone on the hardest mode but lacking any notes on how he pathed, a lot of his movement seems suboptimal. If anyone ever wants to do a Mercs Original TAS I would be quite happy to share all the knowledge and pathing but I lack the technical ability to do the tool-assisted stuff properly. :)

Has anyone tried their hand at the Genesis version of Battletoads & Double Dragon? It plays more accurately to the NES version than the SNES version (i.e. dash jumps exist, Billy & Pimple have their extra hesitation frames before they leave the ground when they jump).

Mary Shelley's Frankenstein on Sega CD, totally different from the Genesis/SNES version, this is an adventure game with 2D fighting boss fights. The adventure parts are pretty straightforward, not much you can skip. For the fights I believe they react to you so you can probably manipulate them all to do what you want. Wonder Dog on Sega CD. A speedy platformer, goal is just to get to the end of the stages, and bosses are weak to mashing. I imagine a TAS could do most stages without slowing down. There are invisible platforms hidden around that are occasionally useful. There's a small skip in Scrapyard 2, you can enter and leave a hidden zone to bypass an obstacle. The 3rd boss on Planet Foggia is strange, you can clip your stars thru the pipe and hit the boss while it's supposed to be safe but it seems inconsistent.
