You go to Movies->Submissions and click Submit a Movie. Fill out info, then you can click the Preview button to check your work. Once you hit the Preview button, the Submit button will appear, which you can press to finally submit your movie.

In the site navbar at the top, click on: Movies > Submissions, then click on the blue button on the top right "Submit a Movie". Edit: yeah I'm slower.

Cool! thanks for helping me find the button for submitting! Now I have tried to submit the TAS but I keep running into the problem of after loading for awhile it gave an error 413 request entity too large and I have no idea why or what it means

How many characters is your submission text made of? And how many Kb is your movie file (zipped)?

Oh man I figured out why it says clearly that the maximum file size is 500k and my ZIP File is 43,519k! I have no idea how to get that under 500k

By chance are you trying to submit a tasproj file? Cause if so in TAStudio go File > Export to bk2.

No, I looked at the non zipped file and it is a .FM3 file I cold see if I could get a .BK2 version of it though (Edit) I exported it as a .FM2 file and that is a nice 252 non zipped so I will try to use that instead!

tasproj/bk2s are BizHawk files, which aren't applicable for you. fm3 is a FCEUX file, which this site doesn't actually support for submissions. You must export an fm2 file from the fm3 (in TAS Editor, do File->Export to FM2), zip that then submit it.

Submissions are currently required to be zipped. The file would be rejected if you don't zip it.
