I improved the current publication by 747 frames=12.45 seconds
Improvement mainly comes from Lag
Every enemy will produce Lag
You can reduce Lag by gliding in the air
Gliding in the air is slower than walking, so try not to glide without Lag
Sometimes the landing will stay for one frame, which can be solved by adjusting the jumping height
After killing Boss, the dog will stand in different positions, which will affect the clearance time
Desert level can save time by going to the top

Optimization looks solid. I didn't realize how annoying the lag in this game is until I tried changing a few instances where Muttley does an attack on an enemy. Especially on bizhawk where the emulation's different (and doesn't sync on it's own), just slightly changing the places where you do an attack can mess up lag patterns, if you do an attack one frame too early you'd get 4-5 frames of lag compared to just one. I will say though the way the game does power ups confuses me, I couldn't figure out why Muttley wouldn't hover in level one when I tried running it on bizhawk, but it turns out you need those bones you collect for something, but then after that point they don't need to be collected or something. I know nothing about this game's mechanics so that's just me. Either way it's pretty clear that a ton of work was done to reduce lag as much as possible, and there isn't anything I can notice from my naked eye that looks weird. Good Job.
