The Romhack can be found right here (patch to an unmodified merged (either with an old version of DiscoHawk (the one included in BizHawk 1.6 works well) or with CDmage (load CUE, then save (default settings can be kept)). The movie file syncs with this CUE sheet.
I like the idea of this hack, but the goal choice for this TAS is too arbitrary for me. If you are going to TAS something like this, do all of it.

BTW we need ROM hacks to be available online independently of our own uploads (for example on some database dedicated to hacks), especially personal ones like DropBox (the current link even requires login unless you set dl=1 in the URL).

I have uploaded patches to the Internet Archive in the off chance a particular patch is otherwise inaccessible, such as older versions of patches when the site they're on doesn't let you access older builds needed to sync. It's not exactly much but it's a lot less susceptible to link rot compared to some random Dropbox or Google Drive link.

My thoughts are the exact same as andypanther's (down to the abstained vote) so it would've been nice to see your perspective about it.
Recently we judged a movie that had a certain trait that was really hard to faithfully judge due to its highly technical nature (maximized framerate). Eventually the judge team came together and came up with a decision, and an important part of which is reflected in ikuyo's judgment:
As such, we expect you as the author to be able to justify any creative choices made in the production of your movie. And while we can agree or at least concede most decisions, this is one where a line is drawn.
From this run's submission notes, it's unclear if there's any reason to play exactly the levels you've played, aside from personal preference.
It doesn't look like a playaround because you still aim for speed in those levels, rather than to maximize variety by doing entertaining antics. And playaround now is the only goal that is still judged by entertainment. All other non-standard goals are judged by whether they "make sense":

Ikuyo claimed this for judging back in March, and has yet to finish judging it. Is she still trying to judge this, or should this be set to delayed or something?

Its not exactly for getting about this movie and more... I have complicated feelings about it. The judging team has been discussing this movie pretty much since it got uncancelled, but we have only reached consensus somewhat recently, and I won't deny I have been somewhat away from judging the last few months.
I think a proper judgement note will go live at some point this week. If the author has any notes to add to the movie, this is a prime time for it.
