To allow movie making and frame advance? I'd love to make some time attacks at some of my old TG16 games and even my super cd games. Any plans in the work to possibly hack/build either magic engine, hugo, or the other one :)???

Personally, I would love to see this, but I don't see it happening anytime soon. The most accurate emu (afaik) available now (magicengine) is not opensource, it's not even free...whereas the other emulators that have been improved (fceu, snes9x, mupen, etc) already had source code available for the coders here to work from. That being said, I haven't looked into TG16 emulation in a long time (years), so I can't speak for the quality of the other emus that were mentioned.

Also, as an FYI I had started this thread but didn't get much of a response on it. The reality is that the TG16 wasn't a very popular console, especially since it came out right around the same time as SNES and Genesis (and was technically inferior to both in a lot of ways).

HuGo I believe is open source and has very accurate emulation. While Rondo of Blood is a great game and one of my favorites, their are just so many others out there that would look great as speed runs including lords of thunder, valis series, bonk (1,2,3). Despite its unpopularity here in the states, it was very popular in Japan there are a lot of great games for it

I would bet that speed runs of any of the Bonk games would go over well on this site. It does tend to be Nintendo-centric, but who doesn't enjoy a good Sonic run? In my day, it was Mario, Sonic and Bonk, so it still feels like something important is missing.
TASing or playing back a DOS game? Make sure your files match the archive at RGB Classic Games.

And the both Neutopia games. I think all Zelda fans would like to see TAS from these. I would like to see them too. :-)
