I want to do this, however, none of the links I've found for VBA v17 work. Does anyone have a mirror?

Have you tried increasing the sound buffer length (to 40 or so)? Stuttering problems are usually caused by that being set too low. (It is often set too low by default.)
(apologies for the late response) It's not a problem with the sound really, the game stops responding and a few notes of the music will repeat over and over again, and I won't be able to do anything. The only fix I've been able to come up with so far is to make a save state when that happens, and the load it. I don't know why that fixes it, but it does. Unfortunately, I find it very annoying to have to do this every damn time this happens, which is fairly frequently. I've yet to figure out why this happens, or how to fix it.

Am I the only one that gets a "Failed to take screenshot" text on ALL of my screenshots?

Try turning off "Sync sound with CPU" in the sound options and also in the movie play dialog whenever playing a movie.
I tried that, but it didn't help. The sound still eventually glitched up. (I had read that solution in another thread, so, I had tried it earlier)

I've encountered a problem recently with Snes9x 1.43 improvement v7 -- basically, the sound will "stutter", and most of the time [not always] this will result in the game glitching up, as well, causing it to be un-playable (I have to reset the ROM). I've been unable to determine what causes this, but it's something that's only started recently, which is odd, because there's been no hardware changes -- really, no changes at all. The fact that I encounter this on different ROMs also proves that it isn't anything wrong with the original ROM. So, my question would be, does anyone have a solution to this problem? I looked around this forum, but didn't really find anything that answered it. edit: I wasn't aware there was an improvement 9, I'll try that and see if I still get the error. My apologies.
