Hi, strizer86. I'm not a judge, so please take this with a grain of salt. TAS timing and RTA timing are two very different things. In RTA, timing starts at some arbitrary, community-agreed-upon point and ends at some arbitrary, community-agreed-upon point. In TAS, timing is from power on of the console (frame 0) until the last registered input, whether that is to land the final attack, or to clear a textbox on the way to the credits. For almost every game on the website (with Rygar as an exception coming to mind), that is how the game is timed. If you want to know precisely how long the previous TAS is, check its publication information, or double-check that by downloading the input file and appropriate emulator and seeing for yourself which frame the last input happens on.

I'm going to echo what several others have said: the site it's about going fast in the shortest time. A tie-breaker has no place here. If multiple teams submit files that have the exact same frame count, they each deserve the distinction of having won. The actual submission to the site is already going to take the optimal strategies from all involved teams, again focusing on speed (with entertainment as a secondary criteria, not score), further rendering a tie-breaker rule unnecessary.

I appreciate what this run does, and I think it belongs on the site more than it doesn't, but I can't claim to have been overly entertained. The movement is solid, the puzzles appear to be solved as quickly as possible, but, to me, beyond pressing the buttons really quickly and using known fastest solutions, there's nothing else here (to me). I appreciate what is done here from a technical standpoint (including alternating WASD and UDLR controls to press buttons as quickly as the game will acknowledge them), but I can't really appreciate the gameplay beyond that due to the nature of the game. I have voted meh on entertainment, though I must admit that I appreciate that this submission exists.

[stuff about PC manipulation and usage] That's a very detailed and appreciated assessment of a tiny portion of the CCG run, but it doesn't address the roughly 29 minutes of comparable and practically identical content between it and the glitchless run.

It's rude to call out lurkers. <3 Welcome back. Really loved the way you used all four characters instead of designating one of them as the Doer Of Things and using the other three for backup, boss fights, and something else starting with B. I'm tired, leave me alone. Clear effort was put into routing all of the kids, even when they were all bunched up, and it made for a delightful watch.

Joke proposal: New tier: PALace. It's where the pretty PAL runs that shouldn't obsolete their NTSC counterparts can go to be recognized in a manner that isn't Gruefood Delight that also doesn't relegate PAL runs to being pointed at and laughed at.

MUGG, if you take the vine instead of the pipe shortcut, can you enter the ground that way? As for the debate at hand, it's clear that the version differences are significant enough that the gameplay of PAL cannot be recreated on NTSC (see: 1-2), which makes it a significantly different version of the game. I do not think that this version should obsolete [1715] NES Super Mario Bros. "warps" by HappyLee in 04:57.31 because of that, and think that if this movie is published (it has my yes vote) it should be published alongside the other branches of the game.
