I have also tried changing that aspect ratio setting as well, and it still doesn't create any time save.

I am aware of this. Unfortunately, TASing in 4:3 on Dolphin does not have the same effect as 4:3 on a physical Wii. Physical systems add black bars to the top and bottom of the screen, where Dolphin just visually stretches the game vertically. I am not aware of a way to get this time save in a TAS.

Yes, NSMBWii uses the same RNG algorithm as NSMBDS.
