I've seen that Rockman 4 MI had been updated a couple days ago. However, the creator has mentioned it isn't finished yet; there are still some hidden things to work out, and the current version is like "version 0.01". So, it isn't quite finished yet.
Since the levels are all finished, though, we could now essentially already think up strategies, routes, make testruns, etc. for a full run. I don't doubt a good TAS run of this would deserve publication.
That said, for the route, Skull Man seems like an obvious choice for obvious reasons for the first stage (depending only on how fast Skull Man himself can be beaten without any weapons such as the Rush Cannon, which is another obvious high priority asset).
From there on I don't really know, though.

Odd, about a month and a half ago, the same submitter accidentally submitted an unassisted run of the same game too, and noted he didn't intend to submit it to the workbench - and now he does the exact same thing again. Forgotten how it worked since last time?

Honestly, I thought it was pretty bad. There were very few combo's; way too many single hits, too many sweeps/knockdowns, too many throws. The latter two are slowing down the pace (especially Twelve's rather lengthy throw animation), and the single hits are not interesting to look at. The audience wants combos, and the run was very disappointing in that regard. I don't think I've seen anything larger than a 5 hit combo, and those usually consisted of multiple-hit moves.
Have you seen DevilAzite's Twelve TAS? It shows clearly that there's a lot more to be had out of Third Strike - more entertaining combo's, juggles, and all those things. Are you even playing the same game as this video here?

This is more a problem with the game itself, which can't really be avoided. Any time a second player joins the game, it resets back to fight one after finishing the player match, which means that all AI rounds have to be done without interruptions to finish the game.
I suppose that at best, a TAS could contain a few player vs. player fights in the beginning and then go through all of arcade mode. But then the AI fights might possibly grow boring anyway.

I personally thought it was painfully boring. The game does not seem to offer a lot of opportunity of showing superhuman, TASlike play. I voted no.

I just noticed SDR had made a Marvel Super Heroes playaround (sort of), finishing the game with Iron Man. Of course, since it's SDR, the usual ridiculous (flight cancel) combo's, as well as many entertaining playaround things, are there in the run.

Sounds like a cool idea. The questions I have though, are how feasible all this is, how much work it would require, and whether all that work would be worth it. It seems like it would be a lot of work for a cool option, which probably wouldn't even be used all that often.

I don't think that's a very good reason to stick with a (probably) inferior version.
Besides, it's not like a different emulator is impossible to learn. The emulators are functionally not much different (the largest difference being the system they emulate, obviously).
