Tradition, essentially. Back in the very old years of the site, the first SMB movies ended on the axe grab, and some controversial attempts to "save time" by ending input earlier were rejected. Since then, it's effectively a tradition that all SMB movies end input on axe grab.

No, it was not correct in the first place. The submission ends input several seconds after the axe grab. DarkDevil's truncated version correctly trims down the movie to the axe grab.

Just adding a restriction does not necessarily make a branch change, or at least not a sensible one. As put in the movie rules:

Only avoiding some minor tricks does not add any new TAS material. The restrictions do not generate any routing changes, content changes, or add anything new. In fact, it's significantly closer than it appears at first: this movie appears six seconds slower, but it ends input significantly later, so the actual difference is only around two seconds. Having a movie that looks almost exactly the same as an existing one, just two seconds slower, does not make a new category. It's not worth publishing alongside what we currently have.

It looks like Bowser SDIs slightly left and down, which might cause him to hit the blast zone sooner than normal. He also doesn't DI/DIs straight down, though I don't know if that's normal. 20XX has customizable DI and SDI settings for the AI, which can affect events like this (I found out about this back when I made a TAS of Trouble Puff). EDIT: Just compared the 20XX video and a tied WR video frame by frame, it's almost definitely SDI causing the difference.

The total real time in gameplay counts up to just under 2:20 (as shown in the timing table in the submission), so that's two full minutes of non-gameplay in the movie (a few seconds of menuing, the rest of it bios, black screens, or loading screens), or ~46% of the total runtime. Classic PSX life.

It would make a marginal difference. Most money is made from the EE bonuses and not so much the kills themselves. It might save a few frames during the EE-glitch itself, but this would not be worth the added difficulties in setting up a situation where a cop is pushed off the shore instead of a regular ped. (Peds help by running away to the shore, instead of cops either running towards you or not running at all respectively if you have a wanted level or not). Theoretically the fastest ped to do the EE-glitch with would be an Elvis impersonator (as killing the same Elvis ped repeatedly grants both Elvis Has Left The Building and Expeditious Execution bonuses), but that takes much too long to both manipulate and set up (as they are very rare, particularly in PSX, and also don't run away to shores like regular peds).

I don't think this would work, because to EE-glitch you need to have a car in mid-air (at least partially) and in such a case it's generally impossible to get the car back on the shore. It might be possible with a multi-car setup or taxi passenger setup, but setting up either of those would take far too long. And I guess it might also be possible with an unwalled corner setup...but the PSX version has all such locations in Industrial walled up at least partially, because the PSX port is crap.
