The important thing to consider is whether it looks optimal. And in this case, as soon as you realize it's possible to use touch input without restricting yourself to 8 angles (which is first shown less than two minutes after gameplay starts), the parts where that isn't used look (and are) very suboptimal.

Not withstanding the assumption that time in the exterior universe functions the same as time does in our universe, this assumes that the simulation necessarily runs in real time (from our point of view). There's no real reason to assume that needs to be the case.
(A point of note: if the simulation does run at 'real time' pace, and time works the same in their universe, it would have been running for over 13 billion years. Must be some really patient species if they're still doing anything with it. Or they just forgot to shut it down. This is assuming that they didn't set up the whole universe like some Last Thursdayism-based thing, but that is also impractical because it would require ludicrous amounts of setup).
Even if it would run at real time, the assumption that it is 'impossible' seems based on physical constraints that do not necessarily apply in the exterior universe. Really, with the exterior universe's properties being as much undefined as they are, practically anything would be possible.

Roughly a year and a half back, there was a similar concern about the number of submissions decreasing. In the end, statistics proved that the submission rate has been more or less stable for the past several years. I haven't noticed any changes to the submission rate since then either. TASVideos is just as alive as ever.
EDIT: I also checked statistics on the numbers of movie publications for the past five years, and numbers of "first edition" publications for the past five years. Those are all pretty stable numbers too, at roughly 250 each year and roughly 120 each year respectively. So both runs of new games and of already-run games are still coming in just fine.
Certainly you may notice that some people are coming less or are disappearing from the forums entirely, but that's something that happens all the time. The difference is made up for with new members joining in at the same rate.

You mean it's a signed (16-bit) int - an unsigned int would not be able to become negative at all. (Unsigned 16-bit int has a range of 0 to 65535, whereas signed has a range of -32768 to 32767). Both signed and unsigned integers can overflow or underflow due to the limited nature of data.

Recently, our judging staff count has been reduced to just six (including site admins). So we currently really could do well with some new additions to the judging staff. Thus, I am hereby putting out a request for people to volunteer to become a judge.
We are looking into the following for potential new judges:
A person that is reasonably well known in the community, and is in good standing with the community
Being reasonably active as a site member, preferably on IRC as well
A good command of the English language - at least enough to prevent unnecessary misgivings
Must be able to run movies on commonly used emulators including BizHawk, lsnes, FCEUX, VBA-rr and the like. Alternatively, must be able to attempt and run movies on more exotic and less stable emulators, including Dolphin or Hourglass. Judges need to be able to play back movies on emulator to verify sync, which can be difficult at times on the latter emulators.
A player with at least a few published runs (the old 1000+ player points rule is not a requirement, but it is a plus). Experience with various different emulators and TAS tools is also a big plus.
Be familiar with the site's movie rules, tiers, and how those are applied by judges for submissions.

The run uses an [E] ROM where an [U] is available (handheld or not, it's at least something of note). There are movie rules about this. Exceptions can be made with good reason, but again, this needs to be addressed.

I can see that perspective, but the issue there is that it only looks at the runs as a whole, not individual parts. Team 3 was last, but had first time placings in a few stages, so it makes sense to implement its runs of those stages to the final run. Your run was quite good overall, but nowhere did it excel over another run, so it just happened to miss out.
As for the stage 3 improvement, I felt it was already covered by the inclusion of teams SAC and TTT, and it didn't make sense to me to credit multiple other teams for just the same piece of input.

I went with adding the names of every team whose input was used for the final run, which seemed to be a pretty non-arbitrary solution to me.
My own name is actually there at MESHUGGAH's suggestion for compiling all the run timings, frame data, comparisons, and the ghost encode which were instrumental in finding improvements in the first place.

Then I dumped the video using the playback script on the winning movie.
The side by side video was created with some Avisynth usage to stitch the videos of every submission together, one level at a time.
