Fixed point 20.12 means using 20 bits for the integer part of the number, and 12 bits for the fractional part. With 12 bits, there are 2^12 = 4096 possibilities for the fractional part, so the smallest possible difference in fractions is 1/4096 = exactly 0.000244140625.
Basically, it 'diverges' because 0.000244 is a rounded approximation, not the exact number.

There is no alternative to Dolphin for GCN/Wii TASing, unfortunately. You'll have to use Dolphin/savestates to TAS GCN/Wii games.

100% is entirely meaningless if ACE is used. Any sort of collection or completion objective can be immediately marked as "cleared" with impunity using ACE, which would mean any kind of 100% run would be just like any any% ACE run with a few added frames/seconds of setting flags and telling the game it's 100% completed. At that point, it is not worth distinguishing it from an any% run anymore.
