by that logic, we should accept "slowruns", playing as slow as possible, as opposed to speedruns. and no one is going to beat the Desert Bus run. For now.

how finished is this game anyway? We have already published Star Fox 2 and Earthbound Zero, but they're almost complete games. And it seems more complete than Action 52 or Sonic the Hedgehog 2006, both officially released games...

Bingo. ROM hacks and non-commercial games are the exception, not the rule. Sometimes they make the cut, when a) they're of especially high quality and b) they aren't undergoing frequent revisions. There's a perfectly good section of the site for, say, Super Mario Adventure. As for Cave Story, it may be freeware, but it's of such high quality that it might as well be a commercial game-- that people happen to not pay money for it is irrelevant. For those of you who want TASVideos to accept every run, regardless of game choice, I have an alternate website for you that does just that: YouTube.

to be fair, there's not really a manual about doing April Fools jokes. A site that I visited turned every page in 3D, and that's way worse than making everyone use the same nickname, it made the site unreadable.

I don't think a rom hacks that only removes the impossible rings will be accepted. see that romhack that removes all rings and was promptly rejected

at least it's faster than the published movie. By that, I mean the game's played faster than it should be (at least the music is way faster than it should be). Maybe some Europe/USA change shenanigans, I guess? About the TAS iself: I can see some potential, but it's a long way from publishing something yet. Well known time saving tricks already used in SMB TASes are not present here (like the trick where you don't lower the flag), at least in one occasion you slow down for no reason. But, ultimately, the goal is not worth it. This is not a Sonic game where you can find 150+ rings per stage, there's just a few coins in your way.
