Replying to this because I solved the problem, but the solution was confusing. I was attempting to test 2 player functionality with an XBOX ONE controller, and when I plugged it in, and attempted to restart the program was when the problem started. Once I unplugged the XBOX ONE controller, bizhawk started with no issue.

I attempted to search for this and found some topics but I am having no luck. The program was running perfectly for the 1st couple times I opened it, and then around the 3rd time it would fail to open, but I see it running in my processes. I attempted to move all items from the dll folder to the main folder to no luck, as well as the config.ini change mentioned, no luck. I am running windows 10 64-bit.

I made an account for the sole reason of thanking you for making a TAS of TGL! I was afraid the heavy scrolling would affect the entertainment level, but anyone who has played this game will respect and adore this run.
