Sorry, I'm not sure if I understood your question correctly, therefore I'll try to explain process of walking in these rooms.
If you're walking in a stream that flows in opposite direction, it slows you down, but if you follow it's direction it does nothing.
There is also one useful thing: if you catch a ghost and keep on holding it, you can move faster, but only in oppositely directed stream and only if you turned your back upon it. Otherwise it slows you down as well.

Actually, I tried to optimize every single frame, and I think, there's impossible to get better time on many of scenes.However, I'm sure there are some scenes that can be optimized yet (especially at the sewer and at the museum of course) but it seems to be sort of difficult.
