This is a watch file for 2 RAM adresses for the game.
The first one (00E4) is for Sonic's X Speed in movement. The highest value I could get is 768.
The second one (00E6) is when you hold the C button while jumping. The highest value in height is 6400, the value is set down to 0 when you stop holding the button.

About the improvements... As I said, the game is really really broken. When you stop running, you slide like it was ice or something and you can't go down the pipes when that slippery thing stops.
Double-jumping is no use on open stages, it just delays like 1 frame on the jump/fall animation and you can perform a jump.
I haven't checked 4-2 on double-jumping, but I'll try that soon.

This is Sonic 4... on the SNES... its different compared to the original Speedy Gonzalez game, but is not THAT bad unlike Sonic 7. A TAS of it could be good enough for the vault I think.
Oh man, awesome video... TERRIBLE game choice. This is WAY WORSE than Pokémon Adventure, which uses a slightly updated engine, but I will not try that anytime soon.
About the graphics... how about running the game on Old Gameboy mode, the colors doesn't make anyone puke like that with it.

Why the GBCHawk colors look so weird? It doesn't look bright and colorful like VBA.
Is there any reason why the encodes and screenshots look so dark with an option to change that?

This one is not so bad, it works properly with any emulator. Its a beat em up game where you can play as 4 different characters...
-A sword guy
-An archer
-A black mage
-A Chocobo... what...?
So, a TAS of this game would be entertaining, at least from me. It would be very hard though.
